The United States Treasury Department is engaging in direct discussions with Russia’s economic envoy Kirill Dmitriev, focusing on potential economic cooperation between Washington and Moscow while concurrently pursuing efforts to end the conflict in Ukraine. These discussions, confirmed by U.S. President Donald Trump’s special envoy Steve Witkoff, took place during a meeting with Russian President Vladimir Putin in St. Petersburg.
The talks covered a range of topics, including future trade relations, diesel supplies to the United States, financial arrangements, and Russian fertilizer exports. Witkoff emphasized that the U.S. Treasury is exploring economic opportunities with Dmitriev that could arise if bilateral relations improve. Additionally, Washington has been discussing potential postwar economic prospects with Ukrainian officials.
While the discussions hint at a possible thaw in economic relations, specifics regarding sanctions relief, investment agreements, or changes to existing financial restrictions remain undisclosed. Dmitriev, who leads the Russian Direct Investment Fund, has been a key figure in economic and diplomatic exchanges between Moscow and the Trump administration, especially as U.S. sanctions continue to impact trade and investment.
During the meeting, Putin offered to supply American farmers with fertilizer and discussed preparations for Russian diesel shipments to the U.S., including an initial delivery of approximately 40,000 metric tons, pending the completion of financial arrangements. Witkoff welcomed the potential fuel supplies, noting their potential to benefit American consumers and alleviate cost pressures on farmers and transport operators. Putin also claimed that the announcement of additional supplies had contributed to a decrease in global diesel prices.
Despite the economic discussions, Witkoff reiterated that ending the war in Ukraine remains a primary goal. He proposed reviving trilateral negotiations that would involve the United States, Russia, and Ukraine, aiming to identify practical steps toward a peace settlement.
The talks signal a dual approach by Washington and Moscow, intertwining economic discussions with diplomatic efforts. However, significant challenges persist in resolving the conflict and shaping the future of U.S.-Russia relations.
